GNERC’s customer guidance sets out a sequence for electricity, natural-gas and water-supply service problems: contact the utility company first. If the problem is not resolved within the relevant period, or the written answer is unsatisfactory, the Commission says a customer may send it a specific request and should include the date and reference number of the earlier company contact. This is a description of the published channel, not a decision about whether a particular case qualifies.

Keep the first request traceable

Use the supplier’s own customer route for the original service request. Keep the issue, date and any reference number together. GNERC’s guidance says to identify when and under what number you contacted the company if you later write to the Commission. A clear chronology helps separate the supplier’s first response from the later Commission request.

Choose the service category

GNERC’s English electricity and water form menus divide requests into connection, subscriber/customer, supply and complaint groups. The electricity menu includes service-related complaints; the water menu does too. GNERC notes that the application forms themselves are in Georgian. Follow the category names to find the relevant form, and check the exact form before sending personal or account information.

Use the Public Service Hall for listed utility requests

GNERC also lists utility applications through the Public Service Hall. Its page covers subscriber registration, electricity agreements, payment information, bill review, consumption history, meter inspection and supply-quality requests. It excludes network connections, temporary connections and capacity increases from this route. If an application there receives no timely response, GNERC’s page gives a Commission contact route.

Make the request specific

  • Name the utility and the service problem in plain terms.
  • Record the date and reference number of the company contact, as GNERC’s guidance requests.
  • Use the matching electricity or water category, rather than a general tariff page.
  • Keep copies of the request and response for your own record. This guide does not assess legal rights, deadlines or likely outcomes.
